    Please let me know if Siteminder i.e. CA single sign on can act as OAuth Provider.

    in 12.6 it cannot - however take a look at the pre GA builds for 12.7 on validate.ca.com.  in 12.7 SSO will be functioning as an OAUTH authorization server (OpenID.Connect too!)
