For the .fcc files, they do need to physically exist - so one method to disable them is to remove them, ie rename those directories if you want to disable the japanese and french versions.
But there is also an ACO setting FCCExt which defines the extension that is used for .fcc process, and you can set that to an empty string - and I am fairly sure that disables them as well (certainly some other unused value like .*** does work).
