I have published an API and it's visible in Developer Portal, Under API's page when I click "Enable" button the Dialog box for enabling the API is coming up but not displaying any options. But when I work on API EULA's and API Group's pages diaglog boxes are appearing properly so assuming not a problem with Browser.
Developer Portal version I'm using is 3.5.

Most likely a browser issue. Try using a different browser or open up a window in incognito mode.
If that doesn't fix the issue, take a peak at the catalina.out log file for the portal and see if there is anything weird in there.
Also can try restarting the portal service as well.
