CAS9 and USS strange behaviour on ZOS 2.4

Hello community !
I make my first ipl on zos2.4 (migrating from ZOS2.2) with Common Services 15.0

Have you experienced this strange behaviour with Common services on ZOS2.4 ? :
Starting CAS9 on zos2.4 prevent OMPROUTE to start because CAS9 lock on /dev/null file with the following message :
EZZ7974I COULD NOT OPEN /DEV/NULL FOR WRITING
OMPROUTE STOP with RC=1

Does this sounds familiar to you ?

It's some security issue with the OMPROUTE userid..
