Dx Operational Intelligence Alarms

I am new to DX Operational Intelligence, I want to look into generic webhook outbound integration. 

what is the way to create alerts and receive alarms into Operational Intelligence? how to configure alerts and how can I get alarms.

Can some one please guide me on this. For my account, I have  only  these  applications. So not able to find how to get alarms into Dx Operational Intelligence
