how to put a user hold nextrun only on a job by batch

We are trying to make a job that will allow the operators to put a one time user request on a job.
My helper at work gave it this approach but it didn't work either. oh and I didn't copy it but she had jobconn on the previous line also
I know it is something simple we are missing. Any help out there?
